Rape Issue in Panglao Island

By Sunday Post Newspaper The parents of Vivian Dumaluan have formally filed a motion for reinvestigation of the rape with homicide cases based on the recommendation of the fact-finding team.            Spouses Eusebio and Antonia Dumaluan filed a motion for leave to reiterate motion for investigation before the Department of Justice on the controversial rape-slay cases filed against former Panglao Mayor Doloreich Dumaluan, his brother Engr. Teofredo "Pingmay" Dumaluan, Narciso Maghamil and Romeo Lapinig.            The rape for homicide case was filed in connection with the rape and killing of Vivian Dumaluan in 2004.            An omnibus resolution dated June 16, 2008 adopted by three of the four members of a panel that investigated the case dismissed the charges against the Dumaluan brothers and Lapinig and instead recommended the filing of the case against Alex Dasco even while Maghamil remains under detention based on a separate resolution filed in 2004.             T

Aerial Survey of Bohol Province

By June Blanco   Heavy rains and low-ceiling clouds did not hamper the conduct of an aerial survey of Bohol that Gov. Erico Aumentado had arranged.   Limitations imposed by meager resources prompted Aumentado to conduct the survey to determine which areas within three of Bohol's watersheds to prioritize for a joint rehabilitation project with ABS-CBN Foundation Inc.'s (AFI) environment arm Bantay Kalikasan.   Having created recently a technical working group (TWG) to study the province's river basins to pick out sites suitable for more hydroelectric power, he asked the survey team to fly low over the Wahig-Inabanga River to assess the Cantakoy Falls in Danao town as well as other waterfalls along the Upper Abatan River and the Loboc River.   The surface water of the Upper Abatan River will be tapped for the fresh water needs of Metro Tagbilaran – the city and 10 nearby towns including Dauis and Panglao.   The Loboc River now powers the turbines of three mini hydroelectric
