Under Chatto Administration, Bohol Praised for Good Governance

In life, you learn from the best. When it comes to good governance, you learn from Bohol. This seems to be the theme these days as national organizations assembled here in the province for their conventions.

Gov. Edgar M. Chatto shared Bohol's best practices on transparency and good governance as the local chapter host the national convention and general assembly of the Philippine Australian Alumni Association, Inc (PA3i).

The PA3i is the umbrella organization for scholars and graduates of formal degree and non-degree training programs offered by Australian universities and training institutions.

Seeking to participate in strengthening Philippine-Australian relations, the organization supports the Australian Agency for International Development (AusAID) programs in the country, of which many are being implemented in the province.

Chatto also underscored the significant contribution of PA3i members in the implementation of governance reforms in the province, citing AusAID-assisted programs such as the Enhanced Tax Revenue Assessment and Collection System (eTRACS), which complete implementation in all LGUs across the province, is sought by 2013.

No less than His Excellency Bill Tweddell keynoted the convention, his second visit to Bohol since assuming post as Australian Ambassador to the Philippines.

Also gracing the occasion was Graham Gulliver, Vice President for the Philippines of the Australia-Philippines Business Council. Chief Executive Officer of Multirational and Vice President of ANZCHAM, Gulliver spoke on Current Trends in Corporate Governance.

Synergy, Transparency, and Accountability was also the theme for the annual national convention cum seminar of the Association of Government Internal Auditors, Inc (AGIA) just this week.

The gathering tackled topics on leadership, best practices on internal auditing, anti-red tape, moral values, disaster preparedness and management, records management, transparency, accountability, and good governance.

Youngest senatoriable Paolo Benigno "Bam" Aquino IV of the Ten Accomplished Youth Organizations (TAYO) Awards Foundation and Sen. Antonio Trillanes IV were among the distinguished panel of speakers which included Chatto who spoke on the Bohol Experience.

Chatto takes pride in the institutionalization of the Provincial Internal Audit Office (PIAO) at the Capitol. The PIAO's mandate seeks to achieve desired results for managerial functions through effective stewardship of public resources. To promote transparency and accountability, its functions include internal management, operations audit and the performance of other related duties.

Incidentally, the PIAO is strengthened by a partnership agreement with the Philippines Provincial Road Management Facility (PRMF), an ongoing AusAID project in the province.

Update on Rice Shortage

Tindahan Natin operators here requested the National Food Authority (NFA) to add 20 more sacks of rice to their weekly supply, to make it 50 sacks for retail.       Tindahan Natin is a program of the government through the Department of Social Welfare and Development (DSWD).       Under the program, store owners can avail of loan worth P20,000 of NFA rice payable in one year.       Being a first-class municipality, Talibon is given a slot of only three Tindahan Natin operators.       Among them are are Eleuteria PaƱares of Bagacay, Rosalinda Cabanes of Suba and Cipriana Padin of Cataban.       According to the Tindahan Nation operators, the present supply of 30 bags weekly is not enough to meet the requirement of the barangayfolks in this town.       The operators channeled their request through DSWD Regional Director Teodulo Romo Jr. to arrange with the NFA-Bohol Provincial Manager Clyde Omictin to add 20 more bags to their weekly supply.       Through the Tindahan Natin, constitue
